I happens in these weeks to meet with candidates at the next election ( therefore potential future directors of Municipalities and Regions) asking me cosa sia EMAS o cosa fare per caratterizzare meglio la propria Politica ambientale di cui si fanno promotori in questo periodo.
La “cosa” non mi lascia indifferente e da un lato la trovo stimolante e positiva ma dall’altra mi suscita un nutrito carico di dubbi e di preoccupazioni e, se posso, anche sensazioni negative.
Vorrei allora proporVi un elenco di 10 microconsigli (“istruzioni per l’uso” direbbe qualcuno al mattino presto…), per evitare di trovarsi poi impantanati in situazioni assai disagevoli.

EMAS è uno strumento straordinario per la gestione di ogni organizzazione in chiave ambientale, which enables a recognition of excellence by the EU .

system is a "major" which enables recognition of "high", is unthinkable that the task that requires both unimportant .
well Evaluate the resources to put in place before leaving (sometimes happen to listen to "... how much does it cost to EMAS" when in fact you would say "how much it costs to get ... right with the applicable environmental law "

EMAS requires a minimum compliance with environmental laws applicable . No matter if someone has ignored in an unconscious way or the other relevant local PA (but interesting in its own territory) is the first not to comply with the law!
Now: patience and skill, first of all! Sometimes the path of EMAS should shed light on many issues, which have many responsibilities and action games for a long time.

EMAS is a political tool (non-party ...) namely, given the previous point, the path of a PA on their way to EMAS must be of "stimulus" (but also challenge the complaint and almost ...) for our local context.
worth internally verify to what extent we are willing to solicit other PA ...

the EMAS accreditation system is kind of audience. This means that the verifier is tested by the independent higher-level (which is EMAS Committee and working through ISPRA). This system requires that the verification of compliance made and guaranteed by EMAS verifier must be confirmed by the competent ARPA : if the outcome is negative (ie emerging elements of non compliance), it is clear that the client is initiating the procedure provided by law (criminal, complaint, penalty, ...) and for verifier begins the procedure for the possible suspension of the accreditation itself.
The EMAS verifier must be able to know everything and more: you are available for this?

The external communication is likely due and not only for good deeds to be proud of and proud but also per situazioni più “grigie” e negative, che spesso rimangono nell’angolo più nascosto e più riparato…
Siamo predisposti a comunicare verso l’esterno in modo serio ed equilibrato?

in EMAS il miglioramento deve essere caratterizzato dal miglioramento della prestazione ambientale e non dalle azioni per ottenerla (esempio: la diminuita concentrazione di COD , da 200 a 150 ppm, di uno scarico di depuratore civile rappresenta un miglioramento di prestazione ambientale mentre la serie di azioni, pure meritevoli e necessarie, per la costruzione e ottimizzare l’impianto di depurazione, magari con ingenti risorse impiegate allo scopo, non sono una migliore prestazione ambientale. Infatti, il depuratore potrebbe essere stato costruito ma potrebbe non essere efficientemente in funzione, magari perché non c’è il personale necessario oppure perché non c’è corrente elettrica sufficiente …)
Dunque, solo un SGA avviato da tempo può pensare di migliorare ciò che sta gestendo (e sorvegliando) da tempo. Se non lo puoi misurare, non lo puoi migliorare (dicono i colleghi) e la fretta non è amica di EMAS.

EMAS è un modello di gestione organizzativo e non può prescindere dalle persone , whether they are Politicians, Managers, Operators and ordinary citizens or members.
We intend to involve as much as possible and appropriate, people or just want to write dozens of pages of procedures (self-glorifying and self-referencing)?

EMAS is a voluntary standard and wants to be constructive element of innovation, whatever strategy the Administrator (right or left) wants to pursue.
Have you thought about what matters "strong" invest? (because the environmental issue is serious and you intend to propose a medium-term plan and not a tactical adjustments or adjustments to sob after more inclined to listen to those cries more

Ultimately, you are willing to grant EMAS companies in your area a "recognition " in terms of facilitation and simplification?
We need coherent dissemination of EMAS actions point to the substance! And I think that the EU and Italy across the country look very carefully at these cases and estimates very virtuous!
